WELCOME ADDRESS BY THE MANAGING DIRECTOR/CEO OF DESSAA AT THE OFFICIAL LAUNCH OF THE CENTRALISED SMART ADVERTISING MANAGEMENT PLATFORM (CSAMP)
His Excellency, the Executive Governor of Delta State,
The Secretary to the State Government (SSG),
Honourable Commissioners and Director-Generals,
Local Government Chairmen,
Captains of Industry, including Signage Advertising Practitioners,
Distinguished Guests from all walks of life,
Members of the Press,
Ladies and Gentlemen,
All Protocols Duly Observed.
It is with immense pleasure and a deep sense of honour that I welcome you all to this historic occasion in the life of the Delta State Signage and Advertisement Agency (DESSAA). Your presence here today reflects your commitment to the growth, transformation, and future of our Agency, and for that, I sincerely thank you.
Today marks the beginning of a remarkable new chapter for DESSAA. We are turning a new page and embracing a future driven by innovation, transparency, accountability, and operational excellence. Through the strategic deployment of technology, we are transitioning into a fully digital era that will enhance our service delivery, strengthen institutional capacity, and unlock greater prosperity for both the Agency and Delta State.
Since its establishment in 2017, DESSAA has carried the important responsibility of regulating and sanitising the signage and outdoor advertising industry across Delta State. While the Agency has made commendable efforts over the years, various operational and structural challenges limited its ability to fully realise its mandate and maximise its revenue potential.
However, when His Excellency, Rt. Hon. (Elder) Sheriff Oborevwori, Executive Governor of Delta State, envisioned a revitalised, purposeful, and result-oriented DESSAA and entrusted us with the responsibility of driving that transformation, we accepted the challenge with determination, dedication, and a strong sense of duty.
Over the past three months, we have worked tirelessly and collaboratively to reposition the Agency. We have reviewed our internal processes, introduced a new culture of efficiency and professionalism, strengthened stakeholder engagement, built strategic partnerships, and developed innovative solutions aimed at improving service delivery while significantly enhancing the Agency's contribution to the State's Internally Generated Revenue (IGR).
These deliberate efforts have culminated in what we proudly unveil today—the Centralised Smart Advertising Management Platform (CSAMP).
CSAMP represents far more than a digital platform. It is a complete transformation of how DESSAA operates. It offers a seamless, convenient, and transparent system that allows advertisers, practitioners, and stakeholders to access our services electronically from anywhere in the world. Whether from the comfort of their homes or offices, users can now carry out transactions efficiently without the need for unnecessary physical visits.
By operating a fully cashless system, we eliminate opportunities for financial leakages, reduce inefficiencies, discourage unethical practices, and ensure that every legitimate revenue due to the Agency is properly accounted for. This positions DESSAA to maximise its revenue-generating potential while delivering better value to the people of Delta State.

Operation "No Pay Shishi Give Anybody" has officially begun!
Permit me to ask everyone to turn to the person sitting next to you and say:
"Neighbour, Operation No Pay Shishi to Anybody Don Start Ooo!"
